ORGANIZATION OVERVIEW

The Wisconsin Primary Health Care Association (WPHCA) is a non-profit association for the 19 Community Health Centers in Wisconsin. WPHCA serves as the state’s Primary Care Association (PCA) and receives federal funds to support Community Health Centers across the state. These federal funds help WPHCA be a resource and champion for Wisconsin Community Health Centers and their patients. WPHCA promotes the delivery of and access to high quality primary health care services, including medical, dental, and behavioral health care.

WPHCA collaborates with state and federal lawmakers, policymakers, and partners to advance legislation, regulations, and initiatives that improve the health of communities. Through this non-partisan work, WPHCA advances policies that help to create a future free of health disparities, where all in need of health services are able to get them in a timely fashion within their means.

In addition to being designated as a PCA, WPHCA also serves as a Health Center Controlled Network (HCCN) and managed services organization (MSO) to WisconsinHealth+. The HCCN is a network of Community Health Centers that work together to strengthen and leverage health information technology to improve operational and clinical practices. WPHCA provides training and support which assists Community Health Centers in their effort to improve quality of care, learn new skills, and enhance clinical and operational effectiveness. WisconsinHealth+, a clinically integrated network and limited liability corporation formed in 2017 to optimize Health Center relationships with managed care organizations and advance value-based care in Wisconsin.

ORGANIZATION OVERVIEW

The current and treasured Chief Executive Officer (CEO), Stephanie Harrisson will be leaving WPHCA by the end of the year following nearly 20 years of outstanding service. Stephanie and the Board of Directors are committed to a seamless and healthy transition of leadership. The CEO will make the mission and vision of the Association a reality by exercising strategic leadership in conjunction with the Board of Directors, implementing the Board-approved strategic plan, and developing strong partnerships with local, state, and federal stakeholders.

The CEO will have the ability to understand and synthesize broad environmental factors and communicate & develop collective action plans. The CEO will possess a keen awareness of the current and future healthcare environment, be able to forecast trends, and bring people together around complex challenges and opportunities.

PRIMARY RESPONSIBILITIES

Strategic Leadership

  • Sets strategy and vision for the Association by
    • Supporting Board of Directors meetings and committees, conducting formal and informal needs assessments among members, arranging for routine strategic planning, communicating the vision to the management team, staff and stakeholders, and linking work so that each party understands and contributes to the overall vision and mission.
    • Contributing to the Board’s effectiveness by
      • Maintaining strong working relationships with the Board, the Executive Committee, and the Board Chair.
      • Identifying short-term and long-range issues to be addressed, providing information and commentary pertinent to the Board’s deliberations, recommending options and courses of action, implementing directives, and recruiting Board candidates.
      • Developing opportunities for the Board to engage in long-term strategic planning.
    • Monitoring the environment in which the organization operates, synthesizing the impacts of economic, political, regulatory and other outside influences, and effectively communicating potential impacts throughout the organization.
    • Cultivating and maintaining highly collaborative and bi-directional relationships with WPHCA Board members.
  • Positions WPHCA as a key stakeholder in state and national health networks by participating in regional and national Health Center and Primary Care Association workgroups, developing networks, and providing leadership; maintaining relationships with public, civic, professional and member organizations.
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, identifying and engaging in continuing education, establishing personal and professional networks.
  • Complies with federal, state and local legal requirements by
    • Studying existing and new legislation, anticipating future legislation, enforcing adherence to requirements, and advising the BOD of needed actions.
    • Identifying and implementing best practices from other state and regional primary care associations, as well as other highly effective organizations.
  • Ensures that elected and appointed government officials, as well as policymakers and decision makers at state and federal agencies (such as the Department of Health Services and the Health Resources and Services Administration), understand the needs, issues, and concerns of WPHCA and Health Centers by
    • Developing and disseminating information to key stakeholders, including public sector entities, healthcare organizations, and payers; and establishing relationships with these stakeholders, as well as lobbyists and members.
    • Monitoring the political and regulatory climate at the national, state, and (as applicable) local levels.
    • Overseeing the implementation of programs and processes designed to mobilize members, healthcare stakeholders, and other relevant parties to take action on behalf of CHCs.
    • Meeting directly with elected and appointed officials to share relevant messaging.
  • Advances new care delivery and payment models by
    • Representing WPHCA as the sole member to WisconsinHealth+, a clinically integrated network and limited liability corporation formed in 2017 to optimize Health Center relationships with managed care organizations and advance value-based care in Wisconsin.
    • Supporting WisconsinHealth+ staff in navigating relationships between WPHCA and WisconsinHealth+ participating Health Centers and supports in the overall visioning and strategy development.
  • Identifies funding sources for new initiatives, by
    • Working with COO, and program managers to develop grant applications, exploring Health Center shared service opportunities, and potential improvements.
    • Developing relationships with the executives and staff of funding agencies, other sponsoring groups, and related service agencies.

 

Operations and Culture

  • Ensures effective operations and a learning culture within the organization by
    • Overseeing staff development activities and soliciting and providing routine feedback.
    • Foster collaborative leadership and decision-making.
    • Ensure staff are motivated and able to operate at their best by removing barriers and providing necessary support and address conflicts effectively to maintain a positive work environment.
    • Empower staff to manage and lead their own work.
    • Create an environment that attracts and retains high-quality staff.
    • Ensuring that staff understand and adhere to the organization’s mission, vision, and values.
    • Formulating and enforcing program, operational, and personnel policies and procedures.
    • Designing and implementing effective organizational structure, lines of communication, and decision-making authority.
  • Advances the organization’s mission and achieves objectives of grants and contracts by
    • Contribute to the development and oversight of annual budgets and work plans, actively maintain strong relationships with grant partners, and oversee the delegation and supervision of staff to ensure successful grant outcomes, and ensure compliance through diligent auditing.
    • Monitoring the needs assessment process to determine current and future training and technical assistance needs of members.
    • Developing and overseeing implementation of programs that maximize the effectiveness of WPHCA resources to meet member needs.
    • Identifying resources to help members meet needs that are outside of the scope of WPHCA resources or expertise.
  • Plans for and oversees fiscal and operational aspects of the organization by budgeting and controlling expenses, reviewing and approving monthly and quarterly financial reports, monitoring submission of grant deliverables, ensuring effective communication with partners, and making mid-course adjustments to ensure that the organization achieves its financial targets.
  • Fosters an equitable and inclusive organizational culture that invites diverse voices and perspectives by
    • Modeling behaviors that align with WPHCA’s anti-racism vision statement and values, such as transparency, humility, and authenticity.
  • Demonstrate a strong service-oriented mindset, focusing on member needs and prioritizing their overall experience.

Training and Technical Assistance

  • Delivers training and technical assistance by facilitating the CEO and Health Center Board Peer Learning Networks, providing coaching to Health Center leaders and Boards, designing and delivering educational content on governance and other topics, and designing and facilitating custom workshops based on Health Center needs and interests.
  • Delivers technical assistance through the sharing of knowledge and information via WPHCA’s Learning, Information and Networking Center (LINC) site and complies with all established processes and policies for using LINC effectively.
  • Advances organization-wide priorities.

ATTRIBUTES

  • Bachelor’s degree required and advanced degree preferred.
  • A minimum of five (5) years’ experience required in board of directors relations, program development, grant-development and management, and budget development.
  • At least (5) five years’ experience required supervising staff, with demonstrated evidence of strong supervision and collaborative leadership skills.
  • Ability to manage and navigate the complex relationships and dynamics within a membership association.
  • Experience effectively navigating and collaborating with public and private health care delivery systems.
  • Understanding of Medicaid, Medicare, other insurance programs, underserved communities, special populations, and all levels of government.
  • Demonstrated effective conflict resolution, problem-solving and coaching skills.
  • Demonstrated effective written and verbal communication and facilitation skills.
  • Ability to recognize and interpret and analyze data and policy in a manner consistent with the Association’s mission, goals and programs.
  • Demonstrated ability to effectively plan, prioritize and coordinate (organize) multiple projects/work initiatives at one time.
  • Ability to make effective presentations in front of small and large groups.
  • Ability to facilitate meetings, solicit feedback and make recommendations.
  • Demonstrated interpersonal skills to work effectively with all levels of personnel inside or outside the company.
  • Demonstrated ability to work as a team member within and across organizational lines to achieve common association goals.
  • Ability to foresee and understand short and long-term business needs of the association.
  • Ability to work effectively and lead change in a diverse work environment.
  • Demonstrated effective leadership skills.
