Purpose: This position functions as a professional consultant to state and local public health officials, syringe service programs and other stakeholders in the review, analysis, and development of harm reduction programs and services. Specifically, the Harm Reduction Analyst is tasked with increasing state-wide syringe access capacity in Michigan including providing direction and technical assistance to stakeholders, identifying resources for program implementation, assisting with community education, and coordinating data collection, program evaluation, program monitoring and progress reporting to grantors.
Duties and Responsibilities:
- Establish contacts and meet with public, private and community-based agencies to assist in designing harm reduction programs and procedures.
- Facilitate collaborations among partners to improve health in a community.
- Consult with and provide technical assistance to state and local program administrators, legislators, the media, and other interested parties regarding harm reduction.
- Design and implement health education and training programs for public and private health agencies and personnel to improve population health.
- Develop educational materials, newsletters, reports, and media to enhance public awareness regarding harm reduction programs.
- Apply and implement strategies for continuous quality improvement in program design.
- Develop criteria for and conduct on-site reviews of syringe service programs to collect and analyze information necessary to evaluate harm reduction efforts.
- Assist in completion of applications and progress reports for grants supporting harm reduction activities
- Ensure that the diversity of individuals and populations is addressed in policies, programs, and services that affect the health of a community.
- Conduct in-person site visits with partner agencies.
- Always represent the best interests of MDHHS and MPHI.
- All other duties as assigned.
Qualifications/Requirements:
Education: Possession of a bachelor’s degree in public health, health communication, health policy, or a public health-related field such as nursing, epidemiology, health education, social work, public or business administration with a health care concentration. Prefer candidates with a master’s degree in one of these areas.
Experience: A minimum of 1 year working in a public health, healthcare, or health education role at an agency such as a local, state, or federal health department, a community-based organization, or a health system. Personal or professional experience with populations who use or inject substances desired.
Important Skills and Characteristics:
- Ability to identify relationships that affect health in a community (e.g., hospitals, relationships among health departments, community-based agencies, etc.).
- Ability to facilitate collaboration and coordination among public and private health programs to initiate health and wellness initiatives.
- Knowledge of planning, developing, implementing, supporting, and evaluating population health programs.
- Ability to use knowledge of population health programs to prepare promotional and educational literature, organize events, and assist in the conduct of promotional and educational programs.
- Ability to train health professionals to promote and implement health-related initiatives.
- Ability to maintain records, and prepare reports and correspondence related to the work.
- Ability to communicate effectively with others.
Work Environment and Physical Requirements: Standard office and/or telework environment. Will require some travel to attend meetings in Lansing, as well as in-person training and on-site reviews of syringe service programs. May require a valid vehicle operator’s license where needed to perform duties of the position. Job may require moderate physical effort including lifting materials and equipment of <50# and involves viewing a CRT or VDT screen 25% to 75% of the time.
RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibilities.
IMPACT ON PROJECTS, SERVICES AND OPERATIONS: As part of the Harm Reduction and Viral Hepatitis Prevention Unit, the Harm Reduction Analyst will coordinate with community-based partners to increase Michigan’s harm reduction capacity. The primary goal is to help persons live longer, healthier, and more productive lives by increasing linkage to substance use treatment, preventing the transmission of infectious diseases through unsterile drug use, increasing testing and linkage to care for HCV and HIV, and providing naloxone to reverse overdose.
