ICEF Public Schools is a nonprofit charter school network serving communities in the South Los Angeles area for 25 years. ICEF Public Schools operates seven high-quality, tuition-free, public charter elementary, middle, and high schools serving over 2,000 kids from TK-12th grade. Position Description:
ICEF Public Schools offers expanded learning programs before school, after school, and during summer and intersession breaks. These programs are thoughtfully designed to address students' academic, social, emotional, and physical needs while fostering their interests through engaging, hands-on learning experiences. The Expanded Learning Program Manager plays a pivotal role in ensuring the success of these programs by overseeing the partnership between ICEF and its after-school program providers at each site. Key responsibilities also include overseeing program implementation, evaluating program effectiveness, ensuring accurate and timely compliance reporting that adheres to state and federal guidelines, fiscal oversight of program budgets tied to grants, and collaborating regularly with school site leaders, after school program vendors, and ICEF Home Office leadership.

Salary: $80,000-$90,000
Supervisory Responsibilities
This position does not have direct supervisory responsibilities
Essential Functions:
PROGRAM MANAGEMENT
- Serves as the main point of contact between ICEF Public Schools and after-school program providers, meeting with the after-school program vendor on a regular basis to plan and evaluate program implementation
- Collaborates with school site leaders and after-school program providers to ensure programs meet the academic, social, emotional, and physical needs of students.
- Monitors the management of day-to-day program operations on campuses through site visits and regular meetings with site coordinators and school leadership.
- Develop and monitor program schedules, ensuring alignment with grant requirements and site-specific goals.
- Conduct regular site visits to assess program quality, provide feedback, and support continuous improvement.
- Facilitate professional development and training in collaboration with after school program vendors for after-school program staff to enhance program delivery and effectiveness.
COMPLIANCE
- Ensure the maintenance of accurate records across all ICEF sites (i.e., registration forms, attendance sheets, operational schedules, etc.)
- Ensure programs adhere to all requirements of ASES (After School Education and Safety), ELOP (Expanded Learning Opportunities Program), and 21st Century Community Learning Center grants.
- Manage and oversee accurate and timely compliance reporting, including attendance tracking, expenditure reports, and program evaluations.
- Stay informed on grant policies and guidelines, providing updates and training to school and program staff as needed.
- Collaborate with program providers and the Vice President of People and Operations to maintain comprehensive documentation and audit readiness.
- Serve as the primary point of contact for compliance-related matters with grantors and other stakeholders.
- Complete annual program evaluations, including surveys of students, team members, and parents
FISCAL OVERSIGHT
- Monitor and manage program budgets, ensuring expenditures align with grant allocations and requirements.
- Collaborate with the Vice President of People and Operations to review financial reports, reconcile expenses, and address discrepancies.
- Identify cost-saving opportunities and ensure the efficient use of resources while maintaining program quality.
- Prepare and submit budget amendments and financial documentation as required by grantors.
- Support the development of proposals to secure additional funding for program expansion or enhancement, and take the lead in writing and submitting renewal grant applications.
OTHER RESPONSIBILITIES
- Additional duties and special projects as needed and assigned in support of ICEF schools
Job Requirements: Minimum Qualifications:
SKILLS, KNOWLEDGE, AND ABILITIES
- Bachelor's degree preferred
- Minimum of 3 years experience managing expanded learning programs in urban settings required
- 3 or more years working with school-aged youth
- Ability to work independently and work under strict deadlines
- Ability to work with varied populations, such as administrators, teachers, parents, and students
- Demonstrated ability to be self-directed and take initiative, as well as to work collaboratively
- Excellent computer skills, experience working with Google platform a plus
- Strong organizational/time management skills and demonstrated ability to multitask, set and drive priorities, monitor progress towards goals, and utilize data and information
- Adaptability - Adapts to changes in the work environment, manages competing demands, changes approach or method to best fit the situation, able to deal with frequent changes, delays, or unexpected events.

WORKING ENVIRONMENT
The expected work hours for this position are approximately 10:00 AM to 6:00 PM, Monday through Friday. Frequent local travel and occasional out-of-town may be required for training, seminars, or workshops. This position will work in a shared office space and will be required to visit the school sites multiple times throughout the week. When out on school sites, the following physical demands may be requested: some lifting, carrying, pushing, and/or pulling; some climbing and balancing; some stooping, kneeling, crouching, and/or crawling. Generally, the job requires 60% sitting, 30% walking, and 10% standing. The job is performed under minimal temperature variations and under conditions with some exposure to risk of injury and/or illness.
EDUCATION
Targeted job-related education that meets the organization’s prerequisite requirements. Job-related experience within a specialized field with increasing levels of responsibility is required.
