This position is located within the D.C. Fire and Emergency Medical Services Department, Human Resources Division. The incumbent works under the broad policy, direction, and supervision of the agency head or his/her designee while directing/administering the human resource functions through subordinate staff for the agency. The incumbent plans, develops, implements, and evaluates overall agency human resources and associated labor relations policies and programs by directing subordinate managers and/or supervisors.

Duties And Responsibilities

Directs subordinate managers and supervisors in the delivery of human resources services to agency employees. Makes decisions on work issues/problems presented by subordinates and assigns workload and assignments. Hires, disciplines, trains, evaluates, and promotes subordinate employees. Participates as a member of the agency's senior management team as a consultant in the human resources administration of the agency. Serves as the agency focal point for human resources inquiries and administrative issues. Conducts human resource strategic planning to attract and recruit candidates for the agency that result in a well-qualified and diverse employment pool/staff. Ensures that positions are properly classified and work with DCHR, Compensation & Classification Administration, as applicable, ensures that positions are assigned to the appropriate grade and pay scale. Works with Office of the Chief Financial Officer (OCFO) in the identification, distribution, allocation, and control of FTEs throughout the agency. Establishes a viable agency position control system to maximize available manpower allocations and plan for unique human resource needs. Works with DCHR to administer the District's employee benefits programs including health insurance and retirement. Maintains department employee personnel files or the Official Personnel Folders. Provides multi-disciplinary occupational medical services, including health promotion, work-related medical and safety hazard assessments, and employee disability management in order to promote the health, wellness, and productivity of the agency's workforce.

Advises and Counsels management in accomplishing organizational and operational goals and identifying and resolving human resource issues. Provides human resources policy guidance, technical expertise, and consultation to other managers and staff within the agency. Renders decisions in the interpretation of the human resources regulations to agency management and employees. Recommends human resource policy or operations changes, consistent with District human resource laws, rules, regulations, priorities, objectives, and any new mandates to the agency head and monitors implementation when approved. Coordinates the human resources functions including establishing a monitoring and reporting system and responds to special problems. Works with DCHR entities, as appropriate/necessary, to ensure accurate benefits and retirement administration, position classification, recruitment, position management and placement of personnel for/within the agency. Ensures the controls are in place to identify staff development and training needs relative to the mission and function of the agency and that agency employees receive the necessary training. Supports managers and supervisors in the areas of employee relations/labor relations and related personnel policies and procedures by working with the Office of Labor Relations and Collective Bargaining in negotiating competitive compensation and

 

benefits through collective bargaining and by providing early intervention strategies for workplace disputes. Provides agency human resource representation at meetings, hearings, contract negotiations, presentations, proceedings, and committees. Acts as the agency's main contact for employee issues acting for the agency head as technical authority in grievances. Provides comprehensive training programs/opportunities for agency employees and implements the District's employee performance appraisal program. Evaluates and serves as the reviewing official on evaluations on non-supervisory employees rated by subordinate supervisors. Provides advice and counsel to staff; approves requests for personnel actions such as appointments and promotions. Makes or approves selections for subordinate supervisory and nonsupervisory positions. Makes decisions on non-routine, costly, or controversial training needs as requested and training requests related to employees of the department. Recommends awards for bonuses for subordinate employees as well as changes in position classification, subject to approval by agency head. Conducts periodic workload and workflow process analyses, proposes and implements recommendations to improve and enhance output in addition to improving working environment. Finds and implements ways to eliminate or reduce barriers to effective production, promote team building, or improve business practices and performs related supervisory responsibilities, as required.

Qualifications and Education

Applicants must have Specialized Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

License and Certifications

None

Possession of a SPHR, PHR, IPMA-CP, IPMA-CS or equivalent professional human resource certification is preferred.

Working Conditions/Environment

This work is performed in an office setting.

Tour of Duty: Monday – Friday, 8:15am – 4:45pm

Duration of Appointment: Management Supervisory Service MSS At-Will - This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Promotional Potential – No known promotion potential

Collective Bargaining Unit: This position is not covered under a collective bargaining unit

Pay Plan, Series, Grade: MS-0201-15

Position Designation: This position has been designated as Security-Sensitive. Pursuant to Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security-sensitive positions are subject to the following checks and tests: Criminal background check, Traffic record check, and Consumer credit check (as applicable), Reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test. As a condition of employment and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Requirement:(if applicable) If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
