Salary:

The successful candidate’s starting pay will fall within the pay range listed below. Base salary is localized according to an employee’s work location. Ranges are market-dependent and may be modified in the future.

 

For candidates living in Boston, MA, Denver, CO, New York, NY, Los Angeles, CA, Sacramento, CA, San Diego, CA, and Washington, DC, the pay range is $86,600 – $100,700.

Position Summary:
Join an engaged, forward-thinking team that works to support the values-lead community of staff at the Association of Public Health Laboratories (APHL). The Senior Specialist, People Operations provides day-to-day support for APHL’s domestic and international workforce by coordinating the administration of People & Culture’s (P&C) programs and functions, including compensation, benefits administration, Human Resources Information System (HRIS) employee data management and more. The Senior Specialist, People Operations also works to ensure APHL’s compliance with federal and state policies.
 

This is a remote-friendly position that requires the employee to reside within the DC, Maryland or Northern Virginia area. The position requires occasional in-person attendance at the Bethesda, MD office, typically up to 12 or more times a year. Some of these on-site requirements may be requested on short notice.
Duties & Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES

APHL’s People and Culture department, our version of HR, works to find and retain employees by

Benefits
  • Works in conjunction with specialist, People & Culture as contact for APHL Benefit Plan renewals and employee enrollments for US and international staff.
  • Leads the setup of new plan designs and enrollment profiles for open enrollment in ADP.
  • Coordinates with APHL’s benefits broker to solve complex employee insurance benefits issues.
  • Coordinates and leads employee education sessions for open enrollment and benefits education sessions.
  • Administer APHL’s tuition and professional development reimbursement program, tracking employee submissions and guiding employees through the reimbursement process.
  • Answers employee questions and provides information to employees related to the organization’s benefits, policies and programs.
  • Leads the administration of the annual open enrollment process.
  • Coordinates with Accounting to reconcile employee insurance deductions.

 


Compensation
  • Oversees and administers APHL’s compensation system for US and international staff.
  • Coordinates with Accounting in managing compensation, taxation, deductions, garnishments, etc.
  • Ensures the legal maintenance of accurate employee records and P&C programs and activities on a timely basis and in accordance with corporate requirements.
  • Provides input to and manages the approved wage and salary policies in accordance with the corporate policies and procedures; researches market trends, external equity, incentive compensation.
  • Collects and processes data for annual salary increase process.
  • Works in conjunction with director, People Operations on bi-annual promotion process.

 


Plans and Regulatory Compliance
  • Point of contact for annual acknowledgements for Conflict of Interest, Employee Handbook, etc.
  • Oversees corporate filing of annual EEO-1 Reporting.
  • Manages 401(K) Plan annual audit and IRS 5500 filing.
  • Stays current of relevant developments in legislation/regulatory issues and other trends in areas of responsibility that may impact business operations.
  • Gathers, inputs and retrieves electronic data to prepare reports and presentations to management, staff and Board of Directors.
  • Ensures compliance with governmental wage and hour regulations.
  • Performs other duties as assigned.

 


SUPERVISORY RESPONSIBILITIES

Supervises the Specialist, People & Culture.
Employment Standards- Education and Experience:

EDUCATION and/or EXPERIENCE

  • Bachelor’s Degree in Business, Management, Human Resources, or other related field
  • Graduate Degree preferred and could be substituted for work experience
  • A minimum of 5+ years of direct experience working with benefits, compensation, and regulatory compliance
  • Supervisory experience required
Knowledge, Skills, and Abilities:
Knowledge
  • Possesses comprehensive knowledge of broad HR management subject matter
  • Performs work under minimal supervision; works well in teams and individually

  • Exceptional communication skills, both oral and written
  • Proficiency with all Microsoft Office products (especially including high proficiency in Excel), and ADP Workforce Now

  • Has the ability to make logical decisions, carries out decisions
  • Ability to handle the complexity associated with tracking and administering compensation, benefits, and compliance regulations for APHL international offices
 

CERTIFICATIONS
  • SPHR, PHR, SHRM-SCP or SHRM-CP preferred
APHL Weeks:: APHL Week is a Conference/Convention that is held at the APHL Home Office Bethesda, MD. This event is mandatory for all employees to attend. Travel and lodging will be reimbursed by APHL. Please Note: Reimbursement for travel and lodging may not be possible for employees that are local to the APHL Home Office.
