Location: Hybrid and located within 60 miles of Washington, D.C
Reports to: Senior Manager, Government Relations
Required Experience: Bachelor’s degree. 3-5 years of experience with policy and advocacy issues and interaction with the executive and legislative branches of the U.S. government. Experience producing briefing papers, congressional testimony, letters, and various advocacy media materials. Mature faith and personal commitment to Jesus.
Work Authorization: Must be authorized to work in the U.S.A. for any employer.
Travel: Up to 5% of time both in development and fragile contexts
Estimated Salary Range: $73,000 - $85,000
The Job
World Vision is looking for a Policy Advisor to work on Humanitarian and Emergency Affairs (HEA) and to serve as the US advocacy lead on key contexts where World Vision is operational. Primarily, as part of the humanitarian policy team, this role would advance World Vision’s humanitarian policy and advocacy agenda within U.S. foreign policy in order to assist and protect children living in humanitarian settings. This role will interface with Members of Congress and their staff, the Administration and key coalition stakeholders and use a variety of advocacy tools such as meetings, briefings, and mobilization campaigns to achieve policy objectives.
- Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, chapel, prayer, worship, devotions, and leadership of devotions); incorporate WV Core Values into decisions within scope of role.
- Provide country context and humanitarian expertise in support of improving Congressional understanding of and support for humanitarian and emergency assistance.
- Represent World Vision in Congressional and Administration meetings. Identify priority offices and stakeholders to engage with on humanitarian and emergency affairs.
- Collaborate with partner organizations around educational events, briefings, and meetings.
- Prepare policy documents, talking points, and congressional testimony as necessary. Work with other WV departments to prepare promotional material for advocacy campaigns. Contribute ideas for newspaper op-eds and news media.
- Consult with Administration officials and Congressional members and staff on targeted issues so that World Vision is viewed as an NGO leader. Include other WVUS and WVI staff to provide programmatic and policy expertise as necessary.

- Experience in government relations with the Department of State, USAID, and/or Congress

- Political acumen, and the ability to see relationships between multiple policies
- Ability to exude confidence on critical issue areas
- Bachelor's degree or equivalent (eight years) work experience.
- Master's degree preferred.
- In addition to education or educational equivalent, requires work experience with policy and advocacy issues and interaction with the executive and legislative branches of the U.S. government; 3-5 years.
- Must have work experience producing briefing papers, congressional testimony, letters and various media materials.
- Must be able to communicate effectively with external audiences, including the news media.
- Must have a mature faith demonstrated by a personal commitment to Jesus Christ and service to others.
- Knowledge or experience of U.S. foreign policy in Africa primarily including Sudan, Chad, DRC, and Ethiopia, as well as Latin American and the Caribbean (LAC). Knowledge of themes related to addressing humanitarian crises driven by conflict, forced displacement, and climate related disasters.
- Knowledge or experience in any of the following at a policy level: humanitarian access, humanitarian financing, gender-based violence in emergencies, humanitarian/peace/development nexus, protection of civilians/civilian harm mitigation, locally led humanitarian action.
- Ability to manage multiple tasks and be responsive to timelines/deadlines.
- Strong written and oral communication skills, but in particular written skills to communicate with country offices and be respectful of cultural differences.
- Ability to work with limited direction.
- Creative thinker who can bring innovative ideas.
- WVUS Pay Grade Level: 223
- The estimate hiring range is $73,000 - $85,000.
- The full range for this position is $66,700 - $100,100.
- This range applies to locations with a market similar to our Washington D.C. and Seattle-area office. A different range may apply based on your work location.
